Abstract

Kelurahan is a sub-district apparatus that has the duties and functions of carrying out governance in the kelurahan area led by the lurah. The purpose of this study is to clearly describe how the development of neighborhood associations and community units in Muara Lembu Village is carried out. The research method used in this study is qualitative, namely to find a clearer picture of the problem in detail. The research instrument is the researcher himself, which aims to obtain valid and reliable data. Because the researchers went directly to the field to conduct interviews with informants. The results of this study are that the first RT/RW in the Muara Lembu sub-district needs constructive input so that it runs well. The role of the lurah in this case is to provide formal and non-formal input. Second, in terms of supervision and guidance, the village head of Muara Lembu plays an active role in making observations and providing appropriate input when obstacles occur in the implementation of government. Third, for the direction of the RT/RW, the head of the Muara lembu village provides guidelines and instructions so that the RT/RW can run it properly, and this year the Muara lembu village head has planned an empowerment budget. Fourth, the village head coaching in terms of training has been quite good by holding RT/RW meetings to discuss population or environmental problems, achieving good governance in the Muara lembu village, and in the near future will hold a workshop with the aim of discussing the problems that exist in the Muara lembu village. The obstacle in fostering RT/RW community institutions in the Muaralembu village is the lack of socialization carried out by the village party in community activities, this is because the community does not know that an activity such as mutual cooperation will be held, so that when carrying out community activities there are still many who cannot participate. in the activity. The lurah should conduct socialization before carrying out activities.
