Abstract
Based on the results of the evaluation of the performance accountability of Pelalawan Regency government agencies in 2021, it shows that the Pelalawan Regency Government obtained a score of 62.65 or predicate B. This assessment shows the level of effectiveness and efficiency of budget use is still low when compared to performance achievements. This is due to the fact that the improvement in the quality of the cultural development of bureaucratic performance and resultsoriented governance in the Pelalawan Regency government has not been significant and still needs to be improved. The main purpose of this research is to know and analyze the performance of employees in the implementation of education and training at the Agency for Personnel and Human Resources Development in Pelalawan Regency. The type of research is descriptive qualitative. The number of research informants was 6 people with the Head of BKPSDM as the key informant. Data collection techniques with interviews and data analysis in this study used data analysis techniques on the site developed by Miles Huberman. The results of the study found that employee performance in the implementation of education and training at the Pelalawan Regency Personnel and Human Resources Development Agency was still not optimal because there were still some problems found in the performance of BPKSDM employees such as in terms of efficiency, it was known that the objectives of education and training in Pelalawan Regency had not been achieved. of education and training is to improve employee performance, but there has been no improvement in employee performance in Pelalawan Regency. Based on the results of research and discussion, it can be concluded that the main conclusions from research on Employee Performance Analysis in the Implementation of Education and Training at the Personnel and Human Resources Development Agency of Pelalawan Regency can be concluded that it is quite good, but needs to be improved, especially on indicators of efficiency, effectiveness, fairness and responsiveness.
