Abstract

Education is one of the important roles in progress in the economic, social, political and cultural fields, where the government is also obliged to provide good educational services to all citizens in order to improve the quality of life of the community. Since the notification of the corona virus disease (covid-19) outbreak in Indonesia in early 2020, the Ministry of Education and Culture issued circular no 4 of 2020 concerning the implementation of education policies in the emergency period of the spread of corona virus disease (covid-19) which explains that the teaching and learning process of all levels of schools will be carried out at home through online / distance learning. Following up on the circular letter of the Ministry of Education and Culture, Pelalawan Regency issued Regent regulation number 42 of 2020 concerning guidelines for large-scale social restrictions in handling corona virus disease (covid-19), one of which is about restrictions on the implementation of school activities and other educational institutions. This study aims to determine the effectiveness and inhibiting factors of learning policies during the corona virus disease (covid-19) emergency at SDN 008 Lubuk kembang sari, Ukui District, Pelalawan Regency in 2020/2021. The research method used in this study is qualitative with a descriptive type of research, focusing on learning during the corona virus disease (covid-19) emergency. The location of the study was conducted at SDN 008 Lubuk Kembang Sari, Ukui District, Pelalawan Regency in 2020/2021. While the subjects of this study were 11 people. The data collection technique in this study was carried out by observation, interviews and documentation to determine the effectiveness of learning policies during the Covid-19 period at SDN 008 Lubuk Kembang Sari.
