Abstract

The desire of women to look beautiful is often exploited by irresponsible business actors to gain more profit by producing or trading cosmetics that do not meet the requirements for distribution. Therefore, many women choose alternative routes to buy a product at a low price without paying attention to the feasibility and authenticity of the product. Distribution of illegal cosmetics or without distribution permits (TIE) violates article 197 Jo 106 Paragraph (1) Health Law Number 36 of 2009 concerning Health and Law Number 8 of 1999 concerning Consumer Protection. The problem is How Legal Protection Against Consumers for the Distribution of Illegal Face Whitening Cosmetic Products (Temulawak) Containing Hazardous Materials (Case Study of Marpoyan Damai District and What Are the Obstacles in Legal Protection for Consumers for the Distribution of Illegal Face Whitening Cosmetic Products (Temulawak) Containing Hazardous Materials (Case Study of Marpoyan Damai District). This study uses the empirical sociological legal research method, namely by conducting direct interviews with respondents at the research location which is descriptive analysis in nature, namely collecting data is carried out by going directly to the field by looking at reality and existing common sense. The results of the research and discussion are: First, Legal Protection of Consumers for the Circulation of Illegal Face Whitening Cosmetic Products (Temulawak) Containing Hazardous Materials (Case Study of Kec. Marpoyan Damai) seen from several factors including factors originating from Business Actors, Drug Control Agency and Food (BPOM), and Consumers. Second, Obstacles in Legal Protection Against Consumers for the Distribution of Illegal Face Whitening Cosmetic Products (Temulawak), namely the existence of economic factors, high market demand, lack of public knowledge, lack of strict sanctions, lack of supervision, lack of human resources, lack of funds or funds, and lack of socialization.
