Abstract
Countermeasures are efforts implemented to prevent, deal with, or overcome a situation including preventive activities and at the same time trying to improve the behavior of someone who has been found guilty (as a convict) in a Correctional Institution, in other words efforts to tackle theft can be carried out pre-emptively, preventively and reflexive. Preemitive control has the goal of appealing, preventive control has the goal of taking preventive steps against various violations of norms, while repressive control has the goal of taking action against norm violations, so as to create a deterrent effect for the perpetrators. Countermeasures are a prevention that is useful to minimize the events or actions that have occurred so that these events or actions do not occur again.. This study raises the main problem is what are the factors that drive the perpetrators of criminal acts of mobile phone theft in the jurisdiction of the Mining Police and how are the efforts of the police in tackling criminal acts of mobile phone theft in the jurisdiction of the Mining Police. The type of research used in this research method is sociological legal research by conducting direct interviews. This research is descriptive in nature, namely describing and writing facts researched in the field regarding the prevention of criminal acts of mobile phone theft in the jurisdiction of the Mining Police. The factors most often used as an excuse for the perpetrators of the crime of mobile phone theft are economic factors, accompanied by environmental factors and the perpetrator's low level of education. The crime of cellphone theft is basically regulated in article 362 of the Criminal Code and the crime of petty theft is regulated in Article 364 of the Criminal Code which is adjusted based on the supreme court regulation No. 2 of 2012 concerning adjustments to the limits of minor crimes and the amount of fines in the Criminal Code. As for the countermeasures carried out by the police in carrying out pre-emptive actions by making appeals, preventive actions by holding prevention, while repressive actions are in the form of arrests, investigations, investigations and so on against perpetrators. The solution of this research is that law enforcers should increase efforts to prevent the crime of mobile phone theft as early as possible.
