Abstract

This study aims to analyze and explain the governance of functional positions of the State Civil Apparatus at the Regional Personnel Agency of Riau Province. The unavailability of Functional Position formations and the Inability of Functional Officers in collecting credit scores for promotion to higher positions are problems in functional appointments. The research methods used are quantitative and qualitative methods that complement each other. Data collection techniques in the form of questionnaires, interviews, observations, and documentation. While the research respondents who were included were 10 (ten) people. The results showed that the governance of the functional positions of the State Civil Apparatus carried out by the Regional Personnel Board of Riau Province was quite good. This means that this functional position is in demand by the State Civil Apparatus, only the existing formations of each Riau Province Regional Apparatus Organization are not widely available, one of which is budget constraints. There are still several constraining factors, namely that the governance of functional positions of the State Civil Apparatus carried out by the Regional Personnel Agency of Riau Province is constrained in the indicators of determining credit scores and Analysis of Employee Needs. It is suggested to the Regional Personnel Agency of Riau Province, as to carry out the arrangement of the apparatus. It is necessary to evaluate and re-collect data for each OPD in the Riau Province Government Environment, namely through job analysis, workload and calculation of employee needs.
