Abstract
This study aims to determine the financial management performance of the Rokan Hilir Regency Government as measured using the Value for Money method which consists of economy, efficiency, and effectiveness, as well as to determine the implementation of the value for money concept in regional financial management in realizing Good Governance in Rokan Hilir Regency. This study uses a descriptive approach, namely research conducted by collecting and presenting data on the amount of the Rokan Hilir Regency Government's Regional Revenue and Expenditure Budget for 2018-2020 so that it provides an overview for the author to analyze and compare with existing theories. The research used quantitative descriptive and qualitative descriptive. The results of this study indicate the Economic Ratio of the Rokan Hilir Regency Government's financial performance obtained an average of 85.02% included in the economic category, the efficiency ratio of the Rokan Hilir Regency Government obtained an efficiency ratio of 111.19% is in the inefficient category, the Rokan Hilir Regency Government's effectiveness ratio . Good governance has not been realized in Rokan Hilir Regency when viewed based on the results of calculations with the concept of value for money, because it is already economical, but does not meet the criteria for efficiency and effectiveness. The concept of value for money is only one of the principles of good governance government, the other principles are participation, accountability, transparency, responsiveness, justice, oriented to the interests of the community, forward-looking and law enforcement.
