Abstract

The direction of development that is well planned and dynamic is strongly influenced by the participation of the community and elements in society who are directly or indirectly involved in the administration of government. This is clearly regulated in Law no. 25 of 2004 concerning the national development planning system which explains that the procedure for development planning is to produce long-term, medium-term and annual development plans carried out by elements of government administrators or regional apparatus at the center and regions by involving the community. In practice, Bappeda conducts a coordinated discussion process with all regional work units (SKPD) through the regional musrenbang, which is also expected to involve the community in the development planning deliberation. The main objective of the Universal Secondary Education (PMU) program is for community members who are economically unable to meet school operational costs, as well as provide affordable and quality education services, especially for poor students. The main purpose of this study was to identify and analyze the Formulation of Contextual and Participatory Development Planning Activities at the Regional Development Planning Agency of Indragiri Hulu Regency, Riau Province. The type of research is descriptive qualitative. The number of research informants was 10 people with the Head of Bappeda as the key informant. Data collection techniques with interviews and data analysis in this study used data analysis techniques on the site developed by Miles Huberman. The results of the research and discussion, it can be concluded that the formulation of Contextual and Participatory Development Planning Activities at the Regional Development Planning Agency of Indragiri Hulu Regency, Riau Province can be concluded quite well, but still improved based on indicators of setting goals and a series of goals, formulating the current situation, identifying all facilities and obstacles and develop a plan or series of action plans for the achievement of goals.
