Abstract

This research aims to find out how the Role of the Cooperative Office and Small and Medium Enterprises of Rokan Hilir Regency in conducting cooperative development and factors that hinder the role of the Cooperative Office and MSMEs in Cooperative Development in Rokan Hilir Regency as well as the analysis of cooperative groups in its development in Rokan Hilir Regency which annually increases but from the number of cooperatives in Rokan Hilir Regency not all cooperatives are active. This is a significant analysis of the impact of the optimal role of the Cooperative Office in Rokan Hilir Regency in providing coaching. This type of research uses a qualitative approach. This research data collection technique is carried out by means of interviews, documentation and observations. There are 5 research informants consisting of all work environment officials of the Cooperative Office and MSMEs of Rokan Hilir Regency. The data analysis used is qualitatively descriptive. The results of the research show cooperative coaching is carried out with the aim to empower cooperatives through the fostering of entrepreneurial guidance, socialization, provision of facilities and capital access assistance. Based on the results of research, the role of the Cooperative Office and MSMEs of Rokan Hilir Regency in conducting cooperative development has not been optimal, it is due to factors that hinder the development of (1) limited human resources, (2) a minimal budget, (3) limited facilities and infrastructure, and (4) limited technical support programs for cooperative builders.
