Abstract

This study aims to determine the implementation of the legislative function of the regional people's representative council in the preparation of initiative regional regulations in Rokan Hilir Regency, where the phenomenon that the researchers found was not the maximum number of members of the Rokan Hilir Regency DPRD in using the initiative right in making regulations, they also do not have the initiative to socialize and involve the community in the process of discussing the Draft Regional Regulation, and Lack of understanding of the Rokan Hilir Regency DPRD on legislation is still lacking even though it has been several times even twice a year. conducted technical guidance for capacity and institutional strengthening. To find out these problems, the author uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Chairman of the Regional Regulation Formation Agency, Chairman of the Rokan Hilir Regency DPRD, Deputy Chair I of the Rokan Hilir Regency DPRD, Deputy Chair III of the Rokan Hilir Regency DPRD, Commission I - BID. Law and Government, Regional Regulation Establishment Agency (BapemPerda) of Rokan Hilir Regency. The results of the study show that the Rokan Hilir Regency Regional House of Representatives has carried out the function of the initiative right in the 2019-2024 period, especially 2021 quite well but has not been effective, this can be seen from several indicators. understand the program or rules and implement the draft regional regulation initiative, Second, right on target where the local regulation initiative produced is not right on target to problems of urgency to the community at large, Third Timely in the implementation of the discussion of the draft regional regulation this initiative is not timely in meetings and so on, Fourth Achievement of Goals In this indicator, it is true that the purpose of making an inisitif regional regulation into a regional regulation has been achieved, however, it is still not possible to issue a regional regulation that functions more to the interests of the people of Rokan Hilir Regency. The Five Real Changes in this indicator are clearly visible changes in the object of the regional regulation issued by members of the Rokan Hilir Regency DPRD which already has a regional regulation originating from the initiative rights of DPRD members.
