Abstract

This study aims to provide an idea, in the Indonesian constitutional system to be more effective and simpler. Considering that the relationship between the center and the regions is closely related, and the Governor is an extension of the President's hand, as well as a representative of the regions, besides this the emergence of this idea is caused by regional autonomy which is filled by two regional heads, so that these functions overlap, on that basis autonomy should be regions are only given to the regional head one of them, Thus, a result of this research can be drawn, namely; in theory in the constitutional system, this idea can be implemented. Where the change from autonomous regions shifts to the second level regional head, namely the Regent / Mayor or Regency / City area, so that the Province as an administrative region whose Governor has full responsibility for the President The consequence that occurs is, automatically the presence of DPRD is no longer relevant. The advantages of this idea certainly provide a new change in the constitutional system, so that it is hoped that in the future it can make the system simpler, both formally and economically. The method used in this research is normative legal research which will evaluate and analyze statutory regulations, and legal views or doctrines relating to the possibilities that occur when the Governor is appointed by the President. The nature of this research is descriptive analytical, that is, it reveals laws and regulations relating to legal theories that are the object of research.
