Abstract
Sub-district Integrated Administrative Services (PATEN) is the implementation of public services in the sub-district whose processing process, from the application to the issuance stage of the document is carried out in one place. This one place here means that it is enough to go through one table or service counter including Batu Hampar District. The research method uses qualitative research methods as a technique for collecting data and direct interviews with informants such as the Camat, Secretary of the Camat, Head of Sub-Division of Finance, Planning and Programs, Head of Sub-section of General Personnel, Head of Government, Head of General Services Head of Development, Head of Development, Service staff, The people of Batu Hampar District and not forgetting the Provincial Government Bureau. The results show that the implementation of policies in the District Integrated Administration Service (PATEN) in Batu Hampar District, Rokan Hilir Regency is not running well enough, this is based on the indicators that the researcher uses where the indicator is the first content of the policy although The policy of delegating the authority of the Regent to the Camat in Rokan Hilir is the basis for the implementation of Patents, but there is no supervision of the implementation of Patents in every District in Rokan Hilir, especially Batu Hampar District, moreover supervision of the quality of service. which consists of existing facilities and infrastructure and supports the implementation of Patents in Batu Hampar District. The second indicator is the Implementation Environment where based on the results of the study it can be concluded that the lack of coordination between the Regency Government on the implementation of Patents in the Special District of Batu Hampar District in its application The Batu Hampar sub-district office lacks personnel in serving the community. The obstacles that the researchers found in this study were First, the content of the district government's policy was less sensitive to the sustainability of patents in the sub-district, especially the Batu Hampar sub-district, this was evidenced by the issuance of the Rokan Hilir Regent's Regulation Number 33 of 2020 concerning the Delegation of Authority in the Field of Services and the Signing of Licensing and Non-Licensing to Head of the Investment and One Stop Service Office of Rokan Hilir Regency. Where this narrows the existing Patent services in the District.
