Abstract

The implementation of the Pematang Reba-Siberida Road Preservation Supervision work agreement between the Directorate General of Highways and PT. Bintang Inti Rekatama and PT. Indra Giri Consultant has violated the contents of the contract, meaning that the supervisory work is not effectively carried out by PT. Bintang Inti Rekatama and PT. Indra Giri Consultant on the grounds that the implementing contractor, namely PT. Riau Sepadan was late in doing field work. The supervisory consultant, namely PT. Bintang Inti Rekatama and PT. Indra Giri Consultant was considered negligent in reprimanding PT. Riau Sepadan as the implementing contractor to work in accordance with the specified progress, which is for 11 (eleven) months, with the agreed contract value of Rp. 18,721,660,301 (Eighteen billion seven hundred twenty one million six hundred sixty thousand three hundred and one rupiah). Based on the background of the problems described above, the authors determine the main problem, namely: how is the implementation of the cooperation agreement between the Directorate General of Highways of Riau Province and PT. Bintang Inti Rekatama and PT. Indra Giri Consultant in terms of monitoring road preservation and inhibiting factors in the Implementation of the Cooperation Agreement between the Directorate General of Highways of Riau Province and PT. Bintang Inti Rekatama and PT. Indra Giri Consultant in Supervision of Pematang Reba-Siberida Road Preservation. This writing, when viewed from the type of research, can be grouped into Sociological Law research conducted by survey, namely research directly to the research location using data collection tools in the form of interviews. Meanwhile, if viewed from its nature, this writing is descriptive, which means the research is intended to provide a detailed, clear and systematic description of the main research problems. Implementation of the Cooperation Agreement between the Directorate General of Highways of Riau Province and PT. Bintang Inti Rekatama and PT. Indra Giri Consultant that the contract agreement has been prepared by the Directorate General of Highways of Riau Province with PT. Bintang Inti Rekatama and PT. Indra Giri Consultant In terms of Supervision of Pematang Reba-Siberida Road Preservation as a service user, there are rights and obligations that must be fulfilled by both parties so that the work agreement for the supervision of Pematang Reba-Siberida Road Preservation can be carried out as expected, while the inhibiting factor in the implementation of the agreement is that PT Riau Sepadan did not meet the progress of the work, because PT Riau Sepadan, also got work in other areas, so that the mobility in doing the work was not optimal, and because PT Riau Sepadan did not meet the progress of the work, the supervisory consultant, namely PT. Bintang Inti Rekatama and PT. Indra Giri Consultant was also considered negligent in supervising the work carried out by the contractor PT Riau Sepadan.
