Abstract

The legal basis of the formulation of recommendations in the research letter of National Unity and Politics of Pekanbaru, Pekanbaru Mayor Regulation number 85 of 2013 concerning the details of the duties, functions and working procedures of the regional technical institutions in the city government of Pekanbaru is becoming one of the tasks of Sub Division of Inter-Institutional Relations ie carry out research and investigate the proposed recommendations. From the observation of field observations, there are several problems encountered when handling mail, among others, many students study in particular feel disappointed with the length of time that is given in the completion of the research letter as well as the requirement that the student does not know. The formulation of the problem as follows: How the Implementation of License Management Services Student Research at the National Unity and Politics of Pekanbaru. While the purpose of this research is to analyze and explain the implementation of Permit Management Services Research at the National Unity and Political Pekanbaru City and to analyze and explain the obstacles to implementation of License Management Services Research at the National Unity and Politics of Pekanbaru. The method used is descriptive, qualitative and quantitative; A sample of 23 people consisting of the Head and employees of the National Unity and Political Pekanbaru and student who has obtained a research study. Techniques of data collection questionnaires and interviews and descriptive data analysis, qualitative and quantitative. This study concluded that the implementation of the maintenance services permit research conducted by the Office of National Unity and Political Pekanbaru City in the category quite well. Inhibiting Factors in obtaining permits research services in the National Unity and Pekanbaru City Politics: The resistance of the (internal) include: lack of discipline officers or officers who provide public services and physical facilities are still inadequate and Barriers from the outside (external ) includes the awareness of society that is still lacking, especially regarding the requirements and procedures that are often overlooked by society, lack of awareness of the population to always stand in line to get service.
