Abstract

ThemainfocusofthisresearchisimplementingthelevycollectionpolicyintheUrbanForest,BangkoDistrict,RokanHilirRegency.The substanceof the problem is identified as follows: (1) HowistheImplementationofthe Parking Retribution Collection Policy intheUrban Forest, Bangko District, Rokan Hilir Regency? ; (2) Whatarethefactorsthatinfluencethe implementation of parking levies intheCityForest in increasing the local revenue of Rokan HilirRegency?. The theory used as an approach to this research problem isthe theory of policy implementation (Edward III,) which consists of thedimensions of communication, resources, disposition, andbureaucraticstructure.Theresearchmethodusedinthisstudyisqualitative,withdatacollectiontechniquesthroughparticipantobservation,in-depthinterviews,anddatatriangulation.TheresultsshowedthattheimplementationoftheCityForest parking levycollectionpolicy carried out by the Rokan Hilir RegencyTransportationServicehadnotrunoptimally.This was caused byseveralfactors ranging from weak supervision and lack of commitment to the lack of availability of resources owned by thegovernment so the implementation of parking fees was not run optimally.
