Abstract
Since the enactment of Law No. 12 of 1995 concerning Corrections, the provision of assimilation is considered to still need serious improvements. Assimilation is given as a form of rights for every inmate and also to pay attention to the situation during the COVID-19 pandemic. Problems that will be found in the implementation of assimilation can be seen from the adjustment between the rule of law and practice. Various factors caused the implementation of assimilation to prisoners was constrained and encountered many obstacles. The obstacles themselves can come from the rule of law, its implementation or from the prisoners themselves. In addition, what kind of supervision model is needed in assimilation is also a problem if it is not applied according to the rules and conditions during covid19 This study aims to determine the process of implementing assimilation, the legal rules to the obstacles faced in the process of implementing assimilation. The data collection technique method is through Observational Research which is presented by conducting surveys and taking samples selectively and systematically, then the data is discussed and analyzed by descriptive analysis method. The implementation of assimilation to prisoners during the Covid-19 pandemic, there are various things that have happened. There are advantages for the prisoners and concerns for the people who will accept the existence of these prisoners. In addition, obstacles or obstacles in the implementation of assimilation were also encountered during the covid-19 pandemic which of course was difficult to implement, which had to pay attention to assimilation rules and health protocol rules. The clash between the 2 rules will create things that lead to obstacles and must find the best solution so that the Covid-19 response continues and the provision of assimilation must continue. As we know Assimilation is a process of fostering prisoners and children which is carried out by blending prisoners and children in community life. The Kuantan Bay Class IIB Prison has its own record regarding prisoners who have been assimilated in the midst of the COVID-19 pandemic with various kinds of cases.
