Abstract

strict is the lack of human resources in basic education units especially school operators in seeing opportunities to improve school facilities and infrastructure sourced from APBN funds and Rokan Hilir Regency APBD funds and the lack of coordination between the sub-district coordinator and the Rokan Hilir Regency education and culture office. The research method uses qualitative research methods, the Head of the Education and Culture Office, the Secretary of the Education and Culture Office, the Head of Institutional Facilities and Infrastructure for Elementary Education, the Education and Culture Office, the Head of the Basic Education Unit/regional coordinator for Batu Hampar District, Member of the regional coordinator for Batu Hampar District, Principal of State Elementary School (SDN 001 Bantayan Baru), Principal of State Elementary School (SDN 002 Bentayan), Principal of State Elementary School (SDN 003 Bantayan Baru), Principal of State Elementary School (SDN 004 Sei Sialang). The results showed that the role of the Department of Education and Culture in the Provision of Facilities and Infrastructure in the Elementary School Education Unit was carried out quite well although there were shortcomings, this can be seen from several indicators. Facilities, the school selection method is the school that inputs data through internet media in the form of the DAPODIK website with the stipulation that if the school makes an error in inputting the data, it is considered invalid in the application for submitting the construction of facilities and infrastructure, Second, Personal in this indicator the elementary school in Batu Hampar District has obstacles in the process of inputting data through the website, Third Structure by providing socialization in each District against several technical obstacles to following existing procedures in achieving development goals building facilities and infrastructure in the field of basic education. This socialization activity is carried out annually in every existing subdistrict in order to foster and supervise the course of teaching and learning activities or the course of educational programs in every corner of the sub-district area.
