Abstract

Indonesia is a country which one of them has the highest biodiversity in the world, the Sumatran rhino (Dicerorhinus Sumatrensis) is one of the proud animals of Indonesia's biodiversity that must be protected. The biggest threat from the Sumatran rhino is poaching and illegal trade which makes the Sumatran rhino threatened with extinction. The problems in this study are the Legal Review according to CITES (Convention on International Trade in Endangered Species) of 1973 concerning the Protection of Wildlife of Sumatran Rhinoceros (Dicerorhinus Sumatrensis), and How the Effectiveness of CITES (Convention on International Trade in Endangered Species) in Protecting Wildlife of the Sumatran Rhino Sumatran Rhinoceros (Dicerorhinus Sumatrensis) from extinction Judging from the type of research this thesis is a normative legal research, namely legal research conducted by examining literature study materials or libraries, which is where the authors conduct library materials aimed at identifying legal concepts and principles. While the nature of this research is descriptive in nature, that is, research that provides as much detailed data as possible and reinforces old or new theories. The population of Sumatran Rhinos (Dicerorhinus Sumatrensis) is currently only estimated at around 100 individuals throughout Sumatra. This Sumatran rhino entered animals protected by CITES and entered Appendix I which was implemented in Law No.5 of 1990 concerning Conservation of Biological Natural Resources and their Ecosystems, which is explained in Article 21 paragraph (2) letters a and b. However, the effectiveness of CITES is still weak or ineffective in ensnaring poachers and traffickers in plants and wildlife, especially for Sumatran rhino species whose CITES arrangements are still not firm or inappropriate.
