Abstract

The Indonesian state goverment whic legally collects everything is called a tax. Based on this tax, there is development and social happening in the country, one of them is by levying cigarattes known as eexcise. But in the reality frequent misuse of excise with the circulation of illegal cigarettes, what is said to be illegal cigarettes are cicarettes whose existence or circulation in the market by the absence of attachment of excise stamps.in this study, qualitative research methods and descriptive types of research were used with thw use of crime prevention strategies, based on this, it is stated that the circulation of illegal cigarettes in the city of Pekanbaru is caused by demand and supply, responding to this preventive steps taken by KPBC TMP Pekanbaru was include market operations, prosecution, confiscation and outreach to the public, this is done as part of the duties of the Pekanbaru city customs and excise.
