Abstract

Mandau District in managing waste still uses conventional systems such as collection, storage and transportation. This conventional system is an old method used in waste management, which increases the accumulation of waste and requires a large area of land because waste is simply piled up. The pattern of this 3R program is as follows, Reduce is all activities that can reduce everything that can cause waste, Reuse is an activity to reuse waste that is suitable for use for the same function or other functions, while Recycle is an activity to manage waste to be used as a new product. The 3R program has not been fully implemented in waste management in Mandau District, therefore waste management procedures are needed to carry out a good waste management program, so that waste can be reduced, used and managed according to existing procedures. The purpose of this research is to find out the implementation of the tasks of the Technical Implementation Unit of Waste Management of the Environmental Service of Bengkalis Regency in waste management (Study in Mandau District) and the obstacles. The methods used are descriptive and qualitative methods; The informants in this study were the Head of the UPT Market and Sanitation Service, Mandau District, UPT Supervisor, TPA Foreman, TPA Operator and Mandau District Community. Data collection techniques are observation and interviews. The results of the research are the Implementation of the Tasks of the Technical Implementation Unit of Waste Management at the Environmental Service of Bengkalis Regency in Waste Management (Study in Mandau District) in the fairly good category. The obstacles faced by Mandau Sub-district in the implementation of garbage collection/cleaning retribution in Mandau Sub-district are as follows: Lack of awareness of mandatory retribution in paying waste/cleaning retribution, Inadequate household facilities and infrastructure and Officers are less assertive in collecting retribution
