Abstract

This research was conducted with the aim of assessing and analyzing the evaluation of the implementation of the Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order (Case Study on Guidance Against Homeless and Beggars in Pekanbaru City). As well as explaining and knowing the obstacles in the Evaluation of the Implementation of the Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order (Case Study About Guidance Against Homeless and Beggars in Pekanbaru City). This study uses a qualitative research type. The population in this study was 1 Head of the Pekanbaru City Social and Cemetery Office, 1 Social Empowerment Section, 1 Community Institutional Social Empowerment Section and 3 homeless and beggars. Sampling method using simple random sampling method / random method. Methods of data collection using interviews, observation, questionnaires and documentation. It can be concluded that the Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order is a regional regulation made by the Pekanbaru City Government in order to regulate and control the homeless and beggars in this Pekanbaru City. In the application of the Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order, there must also be obstacles or obstacles faced by law enforcement officials in implementing regional regulations. As for the pen factor the obstacle faced by the Pekanbaru City Satpol PP is the lack of knowledge and understanding from the public about the meaning and functions contained in regional regulations. The community does not want to cooperate in providing information to the homeless and beggars who are still on the loose and are considered to be disturbing public order and public peace. In addition, the lack of effective socialization of regional regulations carried out by the Pekanbaru City government so that these regional regulations are in the eyes of the general public whose knowledge is minimal and many do not understand.
