Abstract

ABSTRACT The problem of unlicensed sand mining that occurs especially in Kampar Regency, especially in Tambang District, is still a lot happening and is carried out by irresponsible parties to get profits. Due to information from the public that illegal mining (without a permit) occurred because of the suspicion that the Mining Sub-district Head allowed this illegal sand mining. The main problem of the research is How to Combat the Crime of Unlicensed C Mining Sand in Tambang District, and What Are the Obstacles in Combating Crimes in Mining C Mining Sand Without Permit in Tambang District. The research method is a type of legal research, observational research or survey, while its nature is descriptive, that is, where the author describes in a clear and detailed manner the problems to be studied. The results of the study that the Crime of Mining Sand Mineral C without a permit in the Mining District is carried out by preventive measures in the form of an appeal both in writing and orally to the public not to carry out illegal sand mining and has also taken preventive action by making direct and written appeals. to the sand miners to take care of the people's mining business permits to the authorities and not to carry out illegal mining so that there is no loss to the region and to take action by examining individual actors or from the company for violations that have been carried out, and In Combating the Crime of Mining Sand Mineral C without a permit in the Mining District, there is a lack of legal awareness in the community, limited personnel to always patrol and monitor every activity related to mining. n, The lack of coordination between the Polres and the Environmental Service of Kampar Regency affects law enforcement by the police, and due to economic factors where illegal sand miners on average depend on the results of the sand mining.
