Abstract

Soil is a very important natural element in the life of a society. No human or group of people can be separated from the land. Land is a place for various sources of life where a person or community group depends on their life. Land can be used as a place to build buildings, open plantations, agriculture, fisheries and other activities. Land is also a place for humans to return because land is the beginning of human creation. Based on the background of the problem described above, the authors first determine the management of Waqf Land Assets in Tembilahan District, Indragiri Hilir Regency and What are the Factors That Inhibit Waqf Land in Tembilahan City District. This writing, when viewed from the type of research, can be grouped into Sociological research conducted by survey, namely research directly to the research location using data collection tools in the form of interviews. Meanwhile, if viewed from its nature, this writing is descriptive, which means the research is intended to provide a detailed, clear and systematic description of the main research problems. Management of Waqf Land Assets from the Aspects of Optimizing the Objectives, System Perspectives and Behavior of Nazhir in Tembilahan City District It has been Effective Optimization of the objectives of Waqf Land Management is still based on the designation of waqf land by the wakif, meaning that Nadzir has not been optimal in developing waqf land as regulated in Government Regulation Number 42 of 2006 article 13 paragraph (1), namely “Nazhir as referred to in Article 7 and Article 11 is obliged to administer, manage, develop, supervise and protect waqf property'. Meanwhile, if viewed from the System Perspective, Nadzir has not yet fully implemented the elements of the nadziran organizational system, especially those relating to laws and regulations in managing waqf land because the management of waqf land by Nadzir is still traditional, it can be seen that there is no report on the implementation of the management of waqf land. waqf land carried out by Nadzir to the Indonesian Waqf Board and the behavior of Nadzir who considers that Nadzir's job is a side job. Of course this causes not optimal management of waqf land, thus affecting the low effectiveness of waqf land management by Nadzir in his main duties and functions as waqf land managers.
