Abstract

DPRD The function of forming a regional regulation is a function attached to the DPRD institution to formulate, propose, discuss and give approval to a RaPerda to become a regional regulation, whether proposed by the DPRD as a DPRD initiative proposal or submitted by the regional head. Meanwhile, the legislative function carried out by the DPRD is optimally carried out, judging from the products produced every year. However, in 2020 it faces obstacles, namely conditions that are still in a pandemic so that regulations that should be passed must be delayed because there are new regulations that must be issued in accordance with the conditions and situation of the pandemic. The formulation of the problem in this study is to determine the factors that influence the performance of the DPRD in carrying out the legislative function. The purpose of this study is to find out and explain what are the factors that affect the performance of the DPRD in the legislative function. This type of research is a descriptive survey with qualitative. The informants and key informants are BaPemPerda staff and Experts, while the key informants are the BaPemPerda chairman. The final conclusion can be concluded that the factors that influence the performance of DPRD in carrying out the legislative function are, quality, quantity, timeliness, effectiveness, independence and responsibility as well as the environment.
