Abstract

Developments in the field of technology affect various areas of life in society such as law, economy, social and culture. And also influences in the financial sector to make an innovation in lending and borrowing, namely online loans which use a system called peer to peer lending where lenders and loan recipients borrow and borrow using only a set of electronic devices that are connected via the internet network. And make the emergence of new crimes such as fraud crimes against online loan services. This research has 2 problem formulations, namely: What are the Forms of Combating Fraud Crimes Against Online Loan Services in the Riau Regional Police Legal Area and What are the Obstacles in Combating Fraud Crimes Against Online Loan Services in the Riau Regional Police Legal Area. The method used to answer the problems in this research is to use empirical/sociological legal research by conducting research in the Riau Regional Police, especially the Special Criminal Investigation Directorate of the Riau Police. The data used in this thesis were obtained through interviews, legislation, books, journals, theses, and the opinions of legal experts. The entire data that has been obtained is then analyzed in a qualitative normative manner and then concluded using a deductive method. Based on the results of the study, it was found that efforts to overcome fraud crime against online loan services in the jurisdiction of the Riau Police have been carried out such as coordinating between state institutions for example, the Financial Services Authority, the Ministry of Communication and Information and conducting socialization and legal counseling to the public on loan services. online and tighten supervision and licensing of online loans and also notify law enforcement officers if there are allegations of crimes committed by online loan services. Inhibiting factors in dealing with fraudulent crimes against online loan services in the jurisdiction of the Riau Police such as the lack of public awareness and attention, difficulties in uncovering a crime, the number of illegal online loan services, and the lack of regulations governing fraud crimes against online loan services.
