Abstract

ABSTRACT Each country has its own order and authority to regulate the limit of residence permits for foreign nationals so that it is possible for foreign citizens to abuse the time limit of the residence permit given to them in order to realize their personal interests in Indonesia, especially in the City of Dumai. The formulation of the problem in the research is the implementation of supervision over the residence permit of foreign citizens based on Law no. 6 of 2011 concerning Immigration in 2020 and the obstacles faced in the implementation of supervision of foreign citizens' residence permits in 2020 in Dumai City. This study uses observational research or survey methods in which data is collected from respondents using data collection tools in the form of interviews and questionnaires, while the nature of the research is analytical descriptive, namely research that provides data as accurately as possible to describe the problems studied. Based on the results of the study, it is known that the implementation of supervision of foreign citizens' residence permits based on Law Number 6 of 2011 concerning Immigration in 2020 in Dumai City has been running but has not been maximized in reducing the number of violations that occur every year, every year there are always violations. residence permits carried out by foreigners so that they require an active role from Dumai City Immigration to carry out control, Dumai City Immigration in every operation in the field encounters foreigners who do not comply with the provisions of the residence permit that have been issued so that the foreigner concerned will be processed according to the level of violation committed . Misuse of residence permits is generally carried out by foreigners who have a visit stay permit and foreigners who have a Visa On Arrival (VOA) to carry out other activities from the original purpose of their arrival to Dumai City. Obstacles faced in the implementation of supervision of residence permits for foreign citizens in 2020 in Dumai City are the size of the Dumai City Immigration work area so that this does not optimize the monitoring efforts carried out, the presence of foreigners in Dumai City often escapes Immigration supervision because foreigners are foreigners. trying to avoid every control operation carried out, besides that the lack of immigration officers who are tasked with supervising the presence of foreigners in Dumai City is also a contributing factor to the lack of maximum supervision carried out. The existence of foreigners in Dumai City is basically easier to know if the community plays an active role in providing any information on the whereabouts of foreigners suspected of violating the provisions of the residence permit
