Abstract

Village funds directly demonstrate the government's consistency in development commitments. This fund is one form of government effort to improve the quality or quality of the village by improving village development facilities and infrastructure that will prosper the village community. Teratak Buluh Village, with the use of finance in accordance withthe village income and expenditure budget (APBDesa), the village government carries out significant development programs even though some of the programs have been implemented, but there are still many development programs that should benefit the village and the community that have not been implemented in Teratak Buluh Village, Siak Hulu District, Kampar Regency, in this case the village head wants to build and fix in the following year, which the program cannot be implemented in 2018.The purpose of this research is to find out the results of Village Fund Management in Teratak Buluh Village District Siak Hulu, Kampar District and its obstacles. The method used is a qualitative method. Key informants and informants in this study were the Village Head, the Head of the BPD, Community Leaders and the Chairperson of the LPM Desa Teratak Buluh. The data collection techniques used were observation, interview and documentation. This research concludes that the evaluation of Village Fund Management in Teratak Buluh Village, Siak Hulu District, Kampar Regency in 2018 has been running effectively, even though the allocation has not been effective. The management of village funds is said to have been running effectively because it can be viewed from the field that has real evidence, namely in the form of infrastructure development, empowerment in the public and religious fields. From an economic perspective, the management of village funds is not yet fully running well. As for the factors inhibiting the management of village funds, namely human resources that do not have reliability, delay in submitting reports, delays in submitting accountability reports due to changes in APBDesa, the internet network that has experienced problems and there are still many people who do not understand and do not know its use. village funds, resulting in a lack of community participation in conveying their wishes and aspirations.
