Abstract

Public Communication at the Bukit Batu Sub-District Office Rusfina 189110054 The Bukit Batu District Office, Bengkalis Regency is one of the government offices whose activities are to provide public services to the community by implementing the District Integrated Administrative Service (PATEN) policy. This research is motivated by several problems related to the implementation of PATEN in Bukit Batu District, such as the attitude of employees who are not friendly when interacting with the community in providing services, the communication process for providing information is still often constrained, the performance of government administrators is not optimal at the Bukit Batu sub-district office, and the lack of facilities and infrastructure for the apparatus to support its duties and functions as government administrators. This study aims to explain the “PATEN� public communication at the Bukit Batu sub-district office. In this study using qualitative research methods with a descriptive approach. Research subjects were determined based on purposive sampling technique and got 6 informants. Data collection techniques were carried out through interviews, observation, and documentation. The results of the study entitled PATEN Public Communication at the Bukit Batu District Office consisted of 4 factors, including communication, resources, disposition and bureaucratic structure. The four factors used as an approach to implementing regional government policies have not been fully realized ideally. From the communication factor, there are still obstacles, especially the external communication section. While on the resource factor, there are still several obstacles including the relatively low performance factor and the lack of PATEN human resources, so that PATEN public communication at the Bukit Batu District Office has not been optimal.
