Abstract

This study aims to determine how the implementatione-officeat the Department of Energy and Mineral Resources of Riau Province and what are the factorsaffect implementatione-officeat the Department of Energy and Mineral Resources of Riau Province. This research is descriptive in nature with a qualitative explanation. The data collection techniques were obtained through interviews, observation and documentation. Data analysis was carried out through data reduction, data presentation, drawing conclusions and verification. This study uses the policy implementation theory of George Edward III's model with indicators of communication, resources, disposition, and bureaucratic structure. Based on data processing, it can be concluded that the implementation of e-office at the Department of Energy and Mineral Resources of Riau Province was "quite carried out" but there are still several factors that influence, namely: the leadership factor, where a superior or leader does not have the authority to support implementatione-office,and there is no sanction or affirmation from the government in issuing policies that resultPolicye-office, if it is just a normal policy, if it is not implemented there will be no negative impact on the policy, besides that the training carried out by IT personnel assigned by the Riau Province Information and Statistics Communication Office does not provide clear information to employees about how to manage it.e-office, then the Department of Energy and Mineral Resources of Riau Province is less supported by the presence of inadequate human resources and facilities.
