Abstract
This research was conducted to find out how the land service in Mandau sub-district, Bengkalis district and its inhibiting factors. This type of research is a qualitative research with a descriptive nature. Where to conduct research directly to the Mandau sub-district office so that the existing phenomena are based on actual facts when researching using the type of research, namely interview, observation, and documentation data collection techniques. This study uses the theory of effectiveness according to Richard M. Steers with three indicators, namely Goal Achievement, Integration and Adaptation. Based on the results of this study, it can be concluded that the results of the Indemnity Certificate Service (SKGR) at the Mandau District Office of Bengkalis Regency in general can be said to have not been running effectively. This is influenced by the level of service and the level of community participation which is still low.
