Abstract
The Peat Restoration Agency was established on January 6, 2016 with the aim of accelerating the restoration and restoration of the hydrological function of peat damaged mainly by fire and drainage. The Peat Restoration Agency has a 3R program, namely rewetting (wetting), revegetation and community economic revitalization. The purpose of this study is to describe the evaluation of the Peatland Restoration Agency program in restoring forests and peatlands in Rimbo Panjang Village and then also to determine the factors that influence the evaluation of the Peatland Restoration Agency's evaluation of forest and peatland restoration in Rimbo Panjang Village, Kubu Babussalam District, Rokan Hilir Regency in 2018. The theoretical concept used is the CIPP model program evaluation theory (Context, Input, Process and Product) by Daniel Stufflebeam. This type of research is descriptive qualitative. Data collection techniques were carried out by interview and documentation. The results of this study are the evaluation of the Peat Restoration Agency's program, especially the wetting program, with canal blocking development activities in Rimbo Panjang Village not running optimally. The construction of canal blocking has not been able to completely wet the peat so that hotspots are still found in Rimbo Panjang Village. The factors that influence the evaluation of the Peat Restoration Agency program in the construction of canal blocking activities are the lack of resources used, delays in budget distribution, inconsistency in peat restoration plans, lack of regulations for peat restoration activities, and the lack of role of peat restoration institutions. The village government and the mindset of many people have not. understand the peat restoration program.
