Abstract

This study aims to determine and analyze the implementation of supervision carried out by the Environmental Service of Rokan Hilir Regency on the impact of operating the Palm Oil Mill of PT. Sindora Seraya. Problems cause environmental pollution such as damaged roads, air pollution (bad odors), the lightness of the sanctions given so that they do not cause a deterrent effect, and no scale supervision is carried out. Monitoring assessment indicators against the Plan with Supervision Procedures, Monitoring, Evaluating and Establishing Compliance Status. The type of research method is descriptive analysis with a qualitative approach. Data collection techniques using, interviews, observation and documentation. Informants include the Head of the Environmental Office of Rokan Hilir Regency, Head of the Control of Pollution and Environmental Damage, Head of the Environmental Pollution Control Section, Assistant for Quality Control (APM), Village Heads, Non-Governmental Organizations (NGOs), and the surrounding community affected by the pollution. environment. The results of the study indicate that the Ministry of Environment has carried out supervision in preventing environmental problems. Palm Oil Mill PT. Sindora Seraya is categorized as quite implemented, because the supervision of the Environmental Service has not been optimal in carrying out supervision. The inhibiting factors are the lack of human resources, the lack of budget funds and transportation equipment, and the sanction of revocation of business licenses has not been carried out to create a deterrent effect. Therefore, environmental pollution is still found due to the disposal of waste that causes environmental pollution. Researchers suggest that in dealing with environmental problems, the Environment Agency should be more assertive, involving local communities in following up on pollution cases against companies that do not comply with the rules.
