Abstract

Hotel Business Control Cases of violations of regional regulations number 25 of 2002 article 24 which were carried out in several hotels in Pekanbaru are still the topic of serious problems, with the absence of firmness in monitoring and supervising this problem, this immoral activity is becoming more and more common. Although many have been raided by the Satpol PP, the perpetrators are not deterred either, this is because the hotel management cannot filter out the guests who come to the hotel, whether the guests are just staying overnight or committing crimes. This study aims to see the coordination process carried out by the two agencies between the Dpmptsp and the Pekanbaru City Satpol PP using the theory of Handayaningrat in which there are five indicators to achieve this coordination, namely: communication, awareness of the importance of coordination, participant competence, agreement, commitment , coordination incentives, and continuity of planning. This study uses qualitative methods and data collection techniques with direct interviews with related agencies, namely the One Stop Service and Integrated Investment Service (DPMPTSP) and the Civil Service Police Unit (Satpol PP). Researchers know that this coordination activity has been running and has a special division team for violators of this immoral regulation, but the lack of human resources and lack of supervision and reporting from the public makes the hotel business control activities a little slow. The conclusion from this research is that all indicators in the Handaeningrat coordination theory are almost fulfilled. Suggestions from the researchers are that the hotel management should be more selective for the guests who come, whether the purpose is to stay or do immoral things and the surrounding community who are around the crime scene should help provide reports if there is clear evidence
