Abstract

In the Regulation of the State Civil Service Agency Number 5 of 2019 concerning Procedures for Implementing Transfers, it is stated that the transfer and appointment of Civil Servants in certain ranks and positions, which are based on the principle of professionalism in accordance with the competence, work performance, and rank levels that have been determined for the position. and other conditions without distinction of gender, ethnicity, religion, race or class. However, there are still mutation policies that are not in accordance with the basis for implementing mutations and the main points of staffing. One of them is that employee transfers are carried out no longer based on work performance or the needs of an organization, but there is a close emotional relationship, and most employee transfers are not carried out in accordance with education. and expertise of each employee. Likewise with its implementation at the Pekanbaru City Personnel and HR Agency, the implementation of PNS mutations has not been fully optimal. The purpose of this study was to determine the process of implementing mutations and the inhibiting factors for the implementation of mutations in Civil Servants by the Regional Personnel Agency of Pekanbaru City. In this study, researchers used qualitative research methods to describe the opinions of informants.
