Abstract

Non-permanent employees at government offices receive salaries that are not in accordance with the time they work, in addition to the salary for annual leave rights, non-permanent workers also do not get, while in the Manpower Act itself the normative right that must be received by non-permanent workers is to get an appropriate salary. with working time, and also the right to get annual leave which has been regulated as in the labor law. The main problem in this research is whether non-permanent workers in the Department of Public Works, Spatial Planning, Housing, Settlement and Land Areas of Riau Province have received their normative rights as regulated in Law no. 13 of 2003 concerning Manpower, and what are the problems that occur in non permanent workers in the Public Works, Spatial Planning, Housing, Settlement and Land Areas of Riau Province The research method that the researcher uses is empirical legal research in other words sociological legal research where this research is carried out directly in the field. With the nature of the research, namely analytical descriptive, this method is used to see a legal reality that is in the midst of society. The result of the research that the author obtained is that the PUPRPKPP Service provides rights to Non-Permanent Employees (PTT) based on the Legislation and Regional Regulations that apply in Riau Province. The normative rights referred to in Law no. 13 of 2003 has been given to Temporary Workers (PTT) who work within the PUPRPKPP Office, although not all of the normative rights in the Manpower Act can be fulfilled. Problems Occurring in Non-Permanent Workers at the PUPRPKPP Office where temporary workers do not understand the Manpower Act, the temporary workers do not follow the rules made by the Riau Province PUPRPKPP Office, the temporary workers do not complete the work within the time period which has been specified. And non-permanent workers violate the obligations of the service provider/PTT such as not complying with the applicable working hours provisions within the Riau Province PUPRPKPP Office
