Abstract

ABSTRACT The implementation of the Umrah pilgrimage trip by PT Arminareka Perdana has not been running optimally due to inconsistency in the scheduled departure schedule that has been agreed between the Umrah congregation and PT. ARP. This is evidenced by the complaints of the Umrah pilgrims from Tembilahan who had several times delayed the schedule of pilgrims' departure on the grounds that the quota to leave was full and the visa had not yet been issued or had problems, so the congregation had to wait and would depart in the next quarter. This is of course detrimental to the congregation as consumers, because the congregation who has been postponed has certainly prepared all the things needed for departure, even to the extent that someone has done the salvation by inviting people to celebrate at home. So it can be said that the incident was caused because many consumers do not understand the rights they should get and lack information from each business actor to provide a good understanding of consumers who generally do not understand well about their rights. The main problem of the research is how the implementation of consumer protection for Umrah pilgrims based on Law Number 8 of 1999 concerning Consumer Protection and Regulation of the Minister of Religion Number 8 of 2018 concerning the implementation of the Umrah pilgrimage by PT Arminareka Perdana in the Tembilahan branch, and How is the settlement made by PT. Arminareka Prime about the problems experienced by the congregation. The research method is observational research, namely by means of survey or direct review to the research location using data collection tools, namely interviews and questionnaires. Meanwhile, it is descriptive in nature, that is, research is intended to provide a detailed, clear and systematic description of the main research problems. The results showed that the implementation of consumer protection for Umrah pilgrims based on Law number 8 of 1999 concerning Consumer Protection and Regulation of the Minister of Religion Number 8 of 2018 concerning the Implementation of Umrah Worship Trips by PT Arminareka Perdana is not yet running optimally because it has not been able to protect the interests it is the right of the congregation as consumers because the pilgrims' departure schedule is postponed without any official notification directly from the company, where the Umrah travel agent only gives an excuse because the departure quota is full and the pilgrim's visa is having problems so that it has not been completed. For this reason, the congregation suffered losses due to the cancellation of the departure schedule, and the settlement made by PT Arminareka Perdana on the problems experienced by their congregation was carried out by deliberation between the consumers or the congregation who were leaving, to accept the implementation of their departure was postponed according to the departure schedule. next.
