Abstract

The National Mental Revolution Movement, hereinafter referred to as GNRM is a collective movement to change the way of thinking, working, way of life and attitudes and behavior of the Indonesian nation which refers to the values of integrity, work ethic and mutual cooperation to build a dignified, modern, advanced, prosperous and prosperous national culture based on Pancasila which is oriented towards progress and modernity so that Indonesia becomes a great nation and is able to compete with other nations in the world. . The research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as the Head of the Agency, Head of the SubDivision of Ideology and National Insight, Head of Sub-Sector of National Insight, State Defense and Historical Values, Head of Sub-Sector of Ideological Resilience, Assimilation and Citizenship of the National Unity and Politics of Riau Province and several community leaders are in Riau Province. The results of the study show that the Riau Provincial Government has implemented the Presidential Instruction on the National Movement for Mental Revolution quite well, this can be seen from the meetings and task force meetings that have only been held once due to budget constraints. However, the Kesbangpol Agency facilitated by the Bappeda of Riau Province has held a meeting with representatives of the task force to prepare a GNRM action plan and in direct service has been demanded to be more efficient, although it still needs improvements in mass efficient distribution of services. The obstacle that the researchers found in this study was the lack of available resources in carrying out the tasks of the Presidential Instruction on the National Movement for Mental Revolution. Second , because the task force consists of all OPDs that run the wheels of government in the regions as well as elements of the community, socialization is rarely carried out due to the lack of coordination between the task force of the National Mental Revolution Movement.
