Abstract
The government was originally formed to ensure the implementation of public order so that individuals in the community are free to carry out their activities without feeling disturbed by threats from both the internal environment and the external environment in society. The functions and roles of the government are becoming increasingly widespread in social life. The government as the highest legal organization in a country has both primary and secondary functions. The primary function of government consists of a service function and a regulatory function. Meanwhile, the secondary function of the government consists of a development function and an empowerment function. These functions are carried out in order to achieve the goals of a country. The purpose of this study is to analyze the service of building permits in the city of Pekanbaru and to find out the inhibiting factors in the service of building permits in the city of Pekanbaru. The research method used in this research is using qualitative research methods. Transparency of public services in the field of building permits has not as a whole community who manages building permits obtain information from the DPMPTSP website. The need for socialization to the public as users of public services in the field of building permits is wider, either through electronic media, print, social media, and online media. Furthermore, public service accountability in the field of building permits is still found in people who own buildings but do not have building permits. Information obtained from informants, the authors see the need for firmness from the Pekanbaru City Government, namely DPMPTSP and Satpol PP as enforcement of the Perda for building permits. so that accountability or accountability of the orderly building permits can be realized. The condition of public services in the field of building permits is still finding the issuance of building permits outside the SOP that has been set. The inhibiting factors in this study are: There are 47 administrative documents for building permits that must be completed by the community to obtain building permits, the completion time for the issuance of building permits for 36 working days and the lack of socialization from the Pekanbaru City Government in this case the Pekanbaru City DPMPTSP to community related to building permits.
