Abstract

In realizing the vision and mission of the city of Pekanbaru 2017-2022 as a Smart City Madani city with the aim of creating a society that is independent, tough, competitive, faithful, and creates a safe, comfortable, peaceful, prosperous environment by realizing services that are closer, faster, more precise, cheaper and better for the people of Pekanbaru city with the approach of the six pillars of Smart city. Therefore, in order to become a city that is considered a smart city, innovation in the strategic plan implemented by the Pekanbaru City Government is to support the implementation of the governance of Pekanbaru City to become a Smart City Madani City. The purpose of this study was to analyze the evaluation of the implementation of the vision and mission of Pekanbaru City as a civilized metropolitan city and its inhibiting factors. The research method used is a qualitative method with data collection through interviews, observations and documentation. The informants in this study were the Head of Program and Planning of the Pekanbaru City Kesbangpol and the Head of the Implementation of e-Government and Information Technology at the Pekanbaru City Communication, Information, Statistics and Encryption Service and the community. The results of the research are the evaluation of the implementation of the vision and mission of Pekanbaru City as a civilized metropolitan city until now is still not optimal, there is still a lack of good governance in the realization of Smart City Madani in Pekanbaru city. It is known that this is related to the lack of facilities and infrastructure owned in realizing a smart environment, namely by making CCTV at every traffic light, and in fact it has not been realized, only 2 CCTV points at the intersection of Jalan Arifin Achmad and the intersection on Jalan Sudirman. As well as realizing a smart life (smart living) by enforcing a smart civil card for every Pekanbaru city community and in fact it is only owned by Pekanbaru city ASN only.
