Abstract

Basically, mining activities contribute positively to society. This activity can create job opportunities for them to improve their family's economy. However, the high demand for mining products has certainly increased mining activities, especially C excavation in various regions and led to illegal mining activities. Mining activities certainly trigger various problems, especially in the environment. Kampar Regency is one of the areas in Riau Province where the level of illegal mining is quite large, including excavation C. Through qualitative methods, this study was conducted to determine the extent to which the prevention of illegal mining of C excavation in Kampar Regency, especially the Environmental Service. The result found from this research is that there is a Regional Regulation (PERDA) of Kampar Regency Number 9 of 2008 concerning General Mining Management. However, in fact there are still many entrepreneurs who do not manage mining permits for various reasons. In addition, in this prevention, DLH also encountered obstacles in taking action against illegal mining companies. This is based on the fact that the action on excavation C has been moved to the center. The DLH can only check documents such as UKL-UPL or AMDAL and KLHK-RI. To take action other than approval from the center, DLH cannot carry out the action independently, but cooperates with SATPOL PP through the Judiciary Team in which there are competent parties in handling related violations.
