Abstract

This study aims to determine the village economic business bantan jaya implementation saving and loan program (UED-SP) at Bantan Tengah Village Bantan Subdistrict Bengkalis District in 2019. This study used a quantitative method with percentage descriptive analysis. The results showed that: (1) The implementation of the Bantan Jaya Savings and Loan Village Economic Business program (UED-SP) in Bantan Tengah Village, Bantan Subdistrict, Bengkalis District in terms of transparency is quite implemented, accountable is quite implemented and sustainable is quite implemented so overall getting a percentage of 60,6% is classified as quite implemented . This is because there are still many aspects that are still not optimal, starting from funding SOPs that are difficult to understand by the community, the development of an uneven public education system, incomplete program implementation, low accountability for community installment payments, competence of program implementing officers, not having long-term program because more people borrow than save, and the type of loan program is less oriented towards the management of local rubber plantation commodities. (2) The inhibiting factors occurred at village economic business Bantan Jaya in implementation saving and loan program (UED-SP) at Bantan Tengah Village, Bantan Subdistrict, Bengkalis District in 2019 was lack of decisiveness and penalty in handling arrears and low levels of guidance, assistance and supervision from the Bantan Subdistrict.
