Abstract

The National Social Security System through the Social Security Program Agency (BPJS) covers all treatment costs imposed on patients using BPJS cards, provided that the patient has paid monthly installment premiums according to the class designation. The government's goal is considered positive and beneficial for many people, with the term "healthy people helping sick people", but it's really very unfortunate, patients who use BPJS cards tend to ignore their rights as patients. This is proven by the number of reports from patients involving a hospital as a result of patients feeling dissatisfied or even harmed by the health services provided by the hospital, and this is an indication that public legal awareness is increasing. Based on the above background, the problem that will be answered in this thesis research is about How Consumer Protection Against the Rights of BPJS Health Patients at Eka Hospital Pekanbaru and What Are the Constraints in Consumer Protection Against BPJS Health Patient Rights at Eka Hospital Pekanbaru Hospital Pekanbaru. This type of research is Sociological Law research conducted by means of a survey, namely research directly to the research location using data collection tools in the form of interviews and questionnaires. Meanwhile, if viewed from its nature, this writing is descriptive analytical, which means that the research is intended to provide a detailed, clear and systematic description of the main research problems. Consumer Protection Against BPJS Health Patient Rights at Eka Hospital Pekanbaru Hospital must provide the best service for BPJS participant patients in getting services without discrimination with patients who pay personally and if the Hospital and medical personnel discriminate, it can be reported to The Department of Health and related parties to take action against hospitals that commit such violations. Constraints in Consumer Protection Against the Rights of BPJS Health Patients at Eka Hospital Pekanbaru that the obstacles faced by private hospitals in providing health services to BPJS participant patients include: , beds, medical equipment and other supporting services due to limited funds. There is still unfulfilled/availability of medicines and medical consumables needed. The length of the approval process for operations/actions from the BPJS and Not all treatment or treatment actions are covered by BPJS.
