Abstract

Indonesia is the largest archipelagic country in the world, consisting of 17,508 islands (large and small), Lingga Regency is one of the many districts in Indonesia, the geographical condition of Lingga Regency is closely related to coastal areas and small islands because there are 604 of them. large and small islands, both those that have been and that are not yet inhabited. The management of coastal areas and small islands must be prioritized because they are a source of livelihood for coastal communities and as a support for regional income. The main issue in this study is how the Implementation of Law No.1 Year 2014 on Changes to Law No.27 of 2007 On Management of Coastal and Small Islands in Lingga Regency and what are the constraints for Lingga Regency Government in implementing Law No.1 of 2014 On Amendment to Law No.27 of 2007 On Management of Coastal and Small Islands in Lingga Regency. This research includes a normal-empirical legal research (applied law research) which is approaching to seeing a reality of law within the society. This research is a descriptive analytic, which is expressing the rules of regulations of the law that are the objects of research. So is the law in its execution in society regarding the objects of research. In this study, the results show that the implementation of Law Number 1 of 2014 concerning Amendments to Law Number 27 of 2007 concerning the Management of Coastal Areas and Small Islands in Lingga Regency has not been implemented, because there is no RZWP3K Regional Regulation in Riau Islands Province and The Local Government of Lingga Regency prioritizes agro-industrial development as well as the disharmony between the PWP3K Law, the Regional Government Law and the Work Copyright Law.
