Abstract

Illegal shallot smuggling that occurred in 2018 and 2020 has shown the existence of onion smuggling crimes in Siak Regency, this is because Siak Regency is an area that is easy to become a target for smugglers to enter. Based on the case that occurred in 2018, the police had arrested and destroyed illegal shallots, but this action has not provided a deterrent effect to other perpetrators as happened again in 2020 to smuggle illegal shallots into the Siak Regency area. The main problems in this study are the Factors Causing the Occurrence of Illegal Onion Smuggling in the Siak Police Legal Area, the Modus Operandi of Illegal Onion Smuggling in the Siak Police Legal Area, and the Efforts of Police Officials in Overcoming Illegal Onion Smuggling in the Siak Police Legal Area. The research method is observational research, namely by means of a survey, and the nature of the research is descriptive, namely describing and writing down the facts studied in the field. The results of the study found that the factors causing illegal onion smuggling in the jurisdiction of the Siak Police were the number of border roads that had not been monitored optimally by law enforcement officers making it easier for the perpetrators to enter illegal onions, the weakness of facilities and infrastructure and administrative weaknesses in the form of complicated bureaucracy so that it could provide opportunities for parties who carry out export-import activities to commit irregularities and violations. The modus operandi of illegal onion smuggling is to enter the smuggled goods through the nearest port or small port at night. This is done by the perpetrators to avoid police patrols, incorrect customs notifications or Notification of Imported Goods (PIB) that are not in accordance with the existing goods, and the efforts of the Police in Combating Illegal Onion Smuggling are Preventive Efforts, namely maximizing supervision of the main door or gate. The entry of illegal onions which is the main opportunity for smuggling is in the Rat port by increasing patrols, especially at night, coordinating and cooperating between officers and between agencies related to smuggling issues. Repressive efforts are taking action against cases of illegal onion smuggling
