Abstract
ABSTRACT Provision of assimilation for prisoners in correctional facilities during the covid-19 pandemic aims to prevent and overcome the spread of Covid-19 as regulated in Minister of Law and Human Rights Regulation No. 10 of 2020 concerning the terms of granting assimilation and integration rights for prisoners and children in the context of preventing and controlling the spread of Covid-19. The decision received a lot of controversy and opposition among the public, both from the government, academics and from the general public. The main problem in this study is how to carry out the assimilation of inmates at the Bangkinang Class II A Correctional Institution during the Covid-19 pandemic and how the obstacles faced in implementing the assimilation of inmates in the Class II A Bangkinang Correctional Institution during the Covid-19 pandemic. The research method used in this study is empirical (sociological) legal research, by conducting direct interviews with respondents. The nature of the research is analytical descriptive, that is, it describes in detail which intends to provide an overview of the implementation of the assimilation of inmates during the Covid-19 pandemic at the Class II A Bangkinang Penitentiary and the obstacles faced in implementing the assimilation of inmates during the Covid-19 pandemic at the Correctional Institution. class II A Bangkinang. The results of the research that the authors obtained are that the implementation of assimilation of inmates at the Class II A Bangkinang Correctional Institution has implemented a home assimilation program for prisoners who have served of their criminal term, have not violated the law and are not recorded in register F in accordance with the Regulation of the Minister of Law and Human Rights. Human No. 10 of 2020 concerning Conditions for Providing Assimilation and Integration Rights for Convicts and Children in the Context of Prevention and Control of Covid-19, however, not all prisoners receive home assimilation because they have not served of the criminal period and are still violating the law when coaching in correctional institutions. Constraints that occur in the implementation of home assimilation are related to recidivists where the lack of information provided between prisons regarding recidivists makes it difficult to decide whether the inmates receive home assimilation or not, another obstacle is the lack of public socialization about prisoners who get assimilation so that they are not accepted in the home. community environment, and creates unrest when prisoners are in the community environment.
