Abstract

In providing services to the community, there were still attitudes and behaviors of the apparatus that lacked concern and hospitality in communicating with the community. Attitudes and behavior like this will also cause injustice in the process of providing services to the community, because officers will serve the community quickly and without convolution if the residents are known or for various other things. The purpose of this research is to know and analyze the Land Certificate Making Service in Kampar Kiri Tengah Subdistrict Office, Kampar Regency and its obstacles. The method used is descriptive and quantitative methods; A sample of 50 people consisting of the Camat, Kasi Kesra, RT and the community who took care of the Land Certificate. Questionnaire and interview data collection techniques as well as descriptive, qualitative and quantitative data analysis. This study concludes that the effectiveness of Public Services by the Camat Office in Making Compensation Certificate in Simalinyang Village, Kampar Kiri Tengah District, Kampar Regency in the category is quite implemented. Inhibiting factors in providing Effectiveness of Public Services by the Camat Office in Making Compensation Certificate in Simalinyang Village, Kampar Kiri Tengah District, Kampar Regency: Barriers from within (internal) include: lack of discipline of officials or officers who provide public services and inadequate physical facilities and external (external) Obstacles include lack of public awareness, especially regarding requirements and procedures that are still often ignored by the community, lack of awareness of the population to always queue for service.
