Abstract
Legally the legal aspects of forest areas have been strongly accommodated in the current forestry laws and regulations, ranging from laws to the laws and regulations below them. So basically the existence of the forest area has been recognized nationally. However, until now the existence of forest areas has always been disturbed by the dynamics of overall development. One aspect that needs to be examined is the socioeconomic issues surrounding the forest area. The main problem of this research is How Forest Law Enforcement Law Enforcement by the Environmental and Forestry Law Enforcement Agency and Regional Section II of Sumatra Against Round Sialang Land in Pelalawan District, and What are the obstacles in Law Enforcement of Forestry Crime by the Office of Environmental Protection and Law Enforcement and Forestry Section Region II of Sumatra Against Round Sialang Land in Pelalawan Regency. The research method used was observational research that is by means of surveys, by means of surveys, meaning that researchers directly conduct research at the location of the study, while the nature of this study is descriptive. The results of the research and discussion revealed that Forestry Criminal Law Enforcement by the Environmental and Forestry Law Enforcement and Law Enforcement Section Region II of Sumatra Against Round Sialang Land in Pelalawan District was not going well and caused a legal uncertainty because the investigation conducted was terminated based on decision No. 05 /Pid.Pra/2017/ PN.Plw due to investigation has expired so that there is no legal settlement regarding Sialang Round land ownership which is basically ownership of the Biduando Tribe, and Obstacles in Law Enforcement of Forestry Criminal Acts by the Safeguard and Law Enforcement Center Environment and Forestry Section Region II of Sumatra Against Round Sialang Land in Pelalawan Regency is the lack of coordination with other law enforcement officers in the field so that when investigating and handing over evidence cannot be carried out, there is no understanding in determining the boundaries of forest comrades in which customary land ownership is recognized by the Biduando tribe, while BPPHKLHK states that the land is a friend of industrial plantations which has been given permission to PT.
