Abstract

The Office of Investment and One Stop Integrated Services of Pasaman Regency created a new program innovation called the DEBAT program where DEBAT stands for (Come, Educate, Help, Publish). This program was created to increase public understanding of the online licensing system. The implementation of the DEBAT (Come, Educate, Help, Publish) Program began on May 24, 2019 where Bonjol District became the first sub-district chosen by the Pasaman District Investment and One Stop Integrated Service Office in the DEBAT program trial. The DEBAT program itself has been implemented in five sub-districts, namely Bonjol, Rao, Panti, Padang Gelugur and Tigo Nagari sub-districts. This research was conducted with the aim of knowing how the implementation of the DEBAT program at the Office of Investment and One Stop Integrated Services of Pasaman Regency. This research is a descriptive research with a qualitative approach. The location of this research was carried out at the Office of Investment and One Stop Services, Pasaman Regency. Data collection techniques used are observation, interviews and documentation. The data analysis technique used is descriptive and qualitative methods.The results of this study concluded that the implementation of the DEBAT program at the Investment and One Stop Service Office of Pasaman Regency has been going quite well. The policy targets have been clearly understood by the DEBAT program implementers. Judging from the existing human resources at the Office of Investment and One Stop Integrated Services, Pasaman Regency, it is quite good, but for the implementation of this DEBAT program, the Office of Investment and One Stop Integrated Services of Pasaman Regency still lacks human resources. Characteristics of implementing organizations in the implementation of the DEBAT program, the implementers are very responsible. Communication between organizations in the implementation of the DEBAT program is going well. The disposition or attitude of the implementers, in implementing the DEBAT program, the attitude of the implementers was very enthusiastic and welcomed the presence of this program.
