Abstract

ABSTRACT Rian Gustian NPM 177310548 Community Empowerment Is Important To Get The Attention Of All Components Of The Nation, Both The Government, The Private And The Community Itself. Community Empowerment is a development process that makes people take the initiative to start the process of social activities in improving their own situation and condition. Knowing how to implement the process of empowering the Sakai Tribe community in the welfare sector carried out by the Bengkalis Regency Government of Riau Province, the factors that become obstacles in the process of empowering the Sakai Tribe community by the Bengkalis Regency Government of Riau Province. This type of qualitative research relates to opinions, ideas, ideas or beliefs about the object to be studied. All the data needed does not include data in the form of numbers, this study aims to gain an understanding of the Community Empowerment Function by the Bengkalis Regency Government, Riau Province, the study of community empowerment of the Sakai Tribe. The analysis is carried out from interview observations or descriptive observations on field notes from the appendix. Component analysis is an interview or selected observation to deepen the data that has been found through the submission of a number of contrasting questions. The assistance program for the empowerment of remote indigenous communities by the Bengkalis District Social Service for the indigenous people of the Sakai tribe, namely the assistance of Rainwater Reservoir (PAH), Liveable Houses (RLH) and Aid for School Children's Clothing and Equipment is considered to have been uneven and slow due to the lack of budget and remote access in remote indigenous community empowerment programs.
