Abstract
EFFECTIVENEES OF THE SERVICE OF MAKING REGIONAL LEGAL PRODUCTS IN THE LEGAL SECTION OF REGIONAL SECRETARIAT OF INDRAGIRI HULU REGENCY ABSTRACT M. SANDY PRAJA GANTA This research is about the effectiveness of the service of making regional legal products in the legal section of the regional secretariat of Indragiri Hulu Regency. This study aims to determine the effectiveness of the service of making regional legal products in the legal section of the secretariat of the Indragiri Hulu district furthermore to potray the supporting factors and inhibiting factors in the service of making regional legal products in the legal section of the regional secretariat of Indragiri Hulu Regency. This research adopt a qualitative methode and the data used are primary data and secondary data related to this research. Thus, along with interview data assemblage technique, observation and documentation. In this study it can be concluded that the ineffectiveness of the service for making regional legal products in the legal section of the regional secretariat of the Indragiri Hulu district is seen from the legal products that have been planned in the program for the formation of regional regulations and the program for the formation of regional head regulations which have not been achieved and the process of making regional legal products still seems slow or takes a long time. This is as a result of many inhibiting factors in the service of making regional legal products in the legal section of the regional secretariat of Indragiri Hulu Regency. The inhibiting factors are the lack of human resources (employees) in terms of "legal drafting" and the availability of supporting facilities and infrastructure which is not sufficient. Furthermore, budget constraints and definitely the lack of proactiveness of regional apparatus organizations initiating regional legal products also the lack of compliance with regional apparatus organizations in following the mechanisms that have been set in the service standard operating procedure.
